KUCP is established in 1993 as a nonprofit organization for cerebral paralysis patients. Its major goal is to propose new standards that embraces diversity of people and is sympathetic to severe cerebral palsy patients and their sufferings from inequality and discrimination under unfair systems and standards in the society.

- Pushing legislation of pension bill for the disabled.
- Running a vocational rehabilitation facility

- Improving self-images of the disabled in local communities (through convenient facilities and group meetings)
